In reply to Your Excellency's letter of yesterday's date, I have the honour to state that I am unable to arrange for the conveyance of troops in one of H.M's. ships under the circumstances referred to in your letter, nor would it be possible to accommodate the troops on board H.M's. vessels now at Canton.

It appears to me that the Viceroy, as representative of the Chinese Government, having numerous troops and gunboats at his command, must be held entirely responsible for the maintenance of order amongst the Cantonese.
