I should have occasion to ask for troops, I could only send some of them with the concurrence of the Officer Administering the Government, and it would be necessary that a gunboat should be provided to take them.

I lose no time, therefore, in communicating with you to enquire whether the Esk or any other vessel would be available to take up men to Canton if they should be required, and whether on their arrival there they could be divided between the several gunboats and rationed on board until it should be necessary for them to act on shore.
I have the honor to be, Sir, Your obedient Servant,
& In. Sargent Major General Commanding China and Straits Settlements.

RECO 29
In reply to Your Excellency's letter of yesterday's date, I have the honour to state that I am unable to arrange for the conveyance of troops in one of H.M's. ships under the circumstances referred to in your letter, nor would it be possible to accommodate the troops on board H.M's. vessels now at Canton.
It appears to me that the Viceroy, as representative of the Chinese Government, having numerous troops and gunboats at his command, must be held entirely responsible for the maintenance of order amongst the Cantonese.
